How to create a fully/partially transparent panel
Step 1: Open the "Appearance" tab in the Panel Settings

Select the “Solid color” style and click the Color button.

Step 2: Create a new color in the color picker

Step 3: Change the alpha slider for transparency

Adjust the slider from fully opaque (right) to fully transparent (left), according to the desired result.
